Fix to CC encryption issue

It would appear that using the .NET CC encryption function causes trailing or leading double zeros - 00 - to be removed from the encrypted card number stored.

Investigate to confirm that this is the case and log the appropriate SMR.
Make changes to EFT to use the COM version of the CC encryption.
